From the Fallout Part 1 collection, Greet the Dog was inspired by the collective dogs called Dogmeat that appear as optional companions (or easter eggs) throughout Fallout 1-4, with "Greet the Dog" being an actual quest in Fallout 4.
While he didn't appear in the New Vegas game, the tv series seems to be correcting that grievous error, as CX404 appears to be enroute to the city as I write this!
Greet the Dog has a warm taupe crelly base with orange/gold/green shifting multichrome flakies, copper metallic flakes and black flakes.

Best in 3 thin coats. Will try with a touch of texture so use a good glossy top coat to smooth it out.
